SIACO provide pre-mobilisation support to leading service provider

In June 2025, a leading security service provider required pre-mobilisation support for a high-profile contract win and large mobilisation in mid-2026. The security operation was in design stage and had no prior operational detail, personnel or reference points, other than an ITT model produced by previous external consultants. This required the security service provider to build a security operation from the ground up.


We were positioned early as a secondary consultant under an expert security management consultant, already providing client-coaching and strategic support. Our task was to rationalise the ITT model and produce operational and strategic recommendations, as well as planning considerations to ensure the future security operation would be sufficient.


Through detailed analysis and modelling, we were able to identify at a very early stage that there were significant operational, resilience and protective gaps within the proposed operating model. The model was biased towards functional security, with limited scope to deliver risk-based security operations.


Approximately 200 hours per week of break provision was also identified as not being factored in to the security operation, using our in-house 13 point break methodology. We assessed the operational impact of this, along with the functional security bias and limited scope to deliver risk-based security operations, concluding that this conflicted with the clients strategic objectives.


After presenting our initial findings, we worked quickly to provide two options for consideration. These were:


  1. Increase security spend by approximately £500k per annum to deliver original ITT specification.

  2. Adapt original ITT specification and incur no further security cost in year 1, instead using and gradual and phased approach to implementing security services vs a full mobilisation.
